Important Notice: 2019 Payroll Changes

Important Notice: 2019 Payroll Changes March 25, 2019

Dear Clients and Friends,

If you have payroll in Indiana, please note the following updates effective immediately. If you do not have any employees or payroll, you can ignore this notification.

We are writing to notify you of important changes happening now for quarterly state unemployment insurance (SUI) reporting and your required action steps.

Effective immediately for first quarter 2019, the Indiana Department of Workforce Development (DWD) will no longer accept paper filed forms UC-1 Quarterly Contribution Report and UC-5A Quarterly Payroll Report. Historically, these forms have been used to report wages, excess wages, and contributions due for state unemployment insurance. Starting in 2019, employers will be required to use the Employer Self Service (ESS) Uplink system to file a combined wage and contribution report. The wage and contribution reports are being combined into a single, consolidated Quarterly Wage Report.

Uplink is the name of the Indiana Department of Workforce Development’s Unemployment Insurance online system. Uplink ESS allows employers to access their unemployment insurance account information, submit reports and make payments. While online reporting is now mandatory, online payments are optional. The department will accept remittance by check and voucher which can be produced via Uplink ESS during the reporting process.

All existing Indiana employers need to visit the Uplink ESS login page.  If you do not have an account you can click on “New User” and create an account on Uplink. You will need to have your SUI account number and your federal id number. If you already have an Uplink account, make sure you know your credentials are active.

In addition to requiring online reporting, Uplink is making significant updates to their website. The new site will go live March 28th. We will be posting updates on our website about this transition and detailed instructions on how to create an account, add an accountant as a user, and what types of permission to grant your accountant. Please download the document below for more information and step-by-step instructions. To note, if you add Whitinger & Company to your account, our agent number is 118865.

Please do not hesitate to contact us with questions on any of these changes, or other payroll related matters.
